Yes, You can apply without IELTS. But for Diploma and Bachelor program, you have to take IELTS after coming to Malaysia. However, If you have medium of instruction in English at your Bachelor program then you don’t need IELTS for Master’s and PhD program.
Yes, you can but only if you get admission at Master’s or Phd program. Also you can bring your parents and child.

Tuition fees depend on University, Program and subject. Now, The lowest tuition fees (8-10)Lakh and Maximum (15-17)Lakh ( general subject).
